A policy is a submit form, a stage route, and rules. The builder edits all three: field types with Arabic labels, any-of or all-of or in-order stages, SLA hours, escalation targets, and external approver emails.

The submitted form's values feed the rules. Add a stage above a threshold, skip one for routine work, or auto-approve entirely. One policy replaces a dozen near-duplicates.
